Dr. Ewelukwa holds a Ph.D. in Law from the Queen Mary University of London, one of the world’s leading centres for commercial and energy law research. He earned an LL.M in International Business Law from the London School of Economics (LSE), where he developed a strong analytical grounding in global commercial regulation, cross-border transactions, and institutional economics.

He obtained his LL.B from the University of Nigeria, beginning a scholarly and professional journey marked by excellence, innovation, and sector-wide leadership.

Leadership at the Nigerian Bulk Electricity Trading Plc (NBET)

As Managing Director/CEO of the Nigerian Bulk Electricity Trading Plc (NBET), Dr. Ewelukwa led transformational reforms in Nigeria’s electricity market. Under his leadership, NBET strengthened its governance framework, improved contractual transparency, and deepened the financial discipline of electricity offtake and settlement processes.

Before becoming CEO, he served as NBET’s General Counsel & Company Secretary, where he oversaw the legal structuring of key electricity transactions, risk allocation mechanisms, and commercial agreements central to Nigeria’s power market.

During his tenure, NBET achieved notable milestones, including improved service delivery rankings, strengthened market engagement, and attainment of ISO 9001:2015 certification—affirming the institution’s commitment to high-quality process management and operational excellence.

Policy, Reform & Government Advisory Experience

Dr. Ewelukwa previously served as Technical Adviser on the Presidential Task Force on Power (PTFP), where he provided regulatory and policy guidance to the Federal Government during the implementation of significant electricity sector reforms. His work supported the transition to a more competitive, contract-based electricity market and helped shape the institutions that govern the Nigerian Electricity Supply Industry (NESI).

Publications & Notable Contributions

Dr. Ewelukwa is co-author of internationally recognized handbooks on electricity transactions, produced under the United States Power Africa Program and the African Legal Support Facility (ALSF). These publications serve as reference manuals for African governments, regulators, and market participants involved in power project development and contract negotiation.

As Executive Commissioner, Economic Regulation at the Anambra State Electricity Regulatory Commission (ASERC), Dr. Nnaemeka O.
