The Anambra State Electricity Regulatory Commission (ASERC) is the independent regulator established by the Anambra State Electricity Law, 2025 to oversee and guide all electricity activities within Anambra State. We are a corporate body with the authority to license operators, set and review tariffs, enforce standards, and protect the rights of electricity consumers.
ASERC operates with full autonomy, free from external interference, ensuring that decisions are made transparently and in the public interest.
Our Mandate
ASERC is responsible for regulating the generation, transmission, system operation, distribution, supply, and trading of electricity within the State. We promote fair competition, efficiency, and private sector participation while ensuring that consumers receive safe, reliable, and affordable power.

Our History
The journey toward establishing the Anambra State Electricity Regulatory Commission (ASERC) reflects the State Government's deliberate commitment to reforming and modernizing its power sector.
Following the Electricity Act, 2023, which empowered States to regulate electricity within their boundaries, Anambra State took decisive steps to create its own legal and institutional framework.
The Anambra State House of Assembly passed the Anambra State Electricity Bill, 2025, after extensive legislative review and stakeholder engagement.
Professor Chukwuma Charles Soludo, CFR, Executive Governor of Anambra State, signed the Bill into law, formally establishing ASERC and the Anambra State Electricity Market.
The Governor inaugurated a five-member Commission led by Professor Frank Nwoye Okafor as Chairman and Chief Executive Commissioner, following their successful screening by the Anambra State House of Assembly.
This marked the formal activation of ASERC — a milestone in Anambra's intentional drive to decentralize electricity governance, improve supply reliability, attract investment, and deliver real value to its citizens.
