How Electricity Tariffs Are Determined

Tariffs are determined by ASERC using approved tariff methodologies under Section 12(k) of the Anambra State Electricity Law, 2025.

The tariff determination process considers:

  • Cost of generation, transmission, and distribution: Including fuel costs, operational expenses, and infrastructure investments.
  • Reasonable rate of return for investors: Ensuring licensees can recover costs and earn fair returns on capital invested.
  • Efficiency incentives: Encouraging operators to reduce losses, improve service quality, and optimize operations.

Tariff Categories

Residential Tariff

Commercial Tariff

Industrial Tariff

Lifeline Tariff

Subsidized rate for vulnerable and low-income consumers to ensure affordable access to basic electricity needs, reflecting ASERC’s commitment to energy equity and social protection.

What is a Lifeline Tariff?

A lifeline tariff (as defined in Section 2 of the Anambra State Electricity Law, 2025) is a subsidized electricity rate approved by ASERC for vulnerable or low-income consumers. It ensures affordability by allowing limited electricity use at a lower rate, cross-subsidized by higher-paying customer categories.

The lifeline tariff reflects ASERC’s commitment to social equity and ensuring that every household in Anambra State has access to essential electricity services, regardless of economic status.

Power Consumer Assistance Fund (PCAF)

Under Part VII (Sections 71–75) of the Anambra State Electricity Law, 2025, the Power Consumer Assistance Fund (PCAF) is a social intervention fund managed by ASERC. It provides subsidies to support underprivileged consumers and ensures equitable access to electricity.

Funds are raised through:

  • Contributions from eligible customers
  • Contributions from licensees
  • State budgetary allocations
